These are the reasons why the researchers decided to develop a system capable of providing the learning and assessment on the learning capabilities of Bachelor of Science in Computer Science (BPCS) students of Lip City Colleges, Philippines.

This system was also developed to evaluate and determine if the technology-based learning could help in improving the learning capabilities of the students.By providing all the learning materials in the system such as lectures, examinations and class records, this system development was tested and evaluated In terms of Its functionality, usability, reliability, performance and extensibility. More so, this research used the qualitative research design and different research instruments were also employed such as questionnaires, interviews and observation. Stratified sampling was also used and statistical treatment techniques used were simple percentage and weighted mean.
