Formal research is based in theory, business proposals are based in making money. Both types will have introductions and conclusions, based on the proposal's purpose. All formal research has a methods section, but this is not necessarily true in a business proposal.The research will be presented for costs in a research proposal as a discussion, but the business proposal will include a complete budget for the project.

Research sets controls for the data to make sure it is valid. A business proposal applies the data to the implementation. Both can be used to help marketing, strategic planning. The Business proposal will be used by finance and accounting because it outlines costs and benefits more clearly. A research proposal comes first, presenting whether there should be changes.

It discusses the overall demand for products or services the company is considering, the business proposal relates the information about the best way to develop and market the products and services. Research determines whether a company should develop new products or make changes, the business proposal shows how to do it (Demand Media, 2012). Outsourcing itself is not a new concept as organizations have for ears contracted with external suppliers to provide an array of services (Kananga & Murmuring, 2011). Outsourcing has occurred throughout time.Anytime one delegates finding workers to another, it is a form of outsourcing. A number of studies indicate outsourcing is growing with respect to both the number of companies outsourcing and the number of functions outsourced.

Enticing, absorbent and progressing workforce, and retaining up on of the latest technology may grow challenging and pricey for numerous businesses. However, nearly every organization will profit from some kind of outsourcing. Then again, the challenge is to decide which HER function to outsource and which to retain" (Kananga & Murmuring, 2011).Employees and leadership are going to find it a challenge because if outsourced functions are specific to employee satisfaction, there may be issues of many types in trying to get information or actions completed in a timely fashion. It is clear that in spite of the needs expressed by several authorities and researchers, there is no empirical study covering the decision making on HERO and different issues and considerations of HER outsourcing in IT organizations.

In the hotel sector outsourcing takes on exceptional meaning. A strategic perspective requires analysis of the influence of outsourcing on organizational performance according to the strategic value of the activities" (Espionage-Rodriguez & Patron-Robbing, 2005). It may be suggested after seeing the results from traditional factors, that there may be more in which will determine the decision to outsource. This would consist of activity performance, the ability to substitute and being able to transfer. The results from this study suggest that outsourcing has a positive influence on organizational performance.

This may be because of the specialization of outsourcing companies in identifying worker skills and employee behaviors that are compatible in the hotel consuming work involved, leaving managers and leader's time to innovate, market, and provide better customer service to their clients and guests. The savings financially are only one of the areas of consideration. Outsourcing gives companies access to technology they may not be able to buy themselves. There is also the knowledge and specialization that comes with outsourcing to a company that only handles HER. However, the organization, leadership, and employees can be impacted in unexpected ways.

Outsourcing means little internal control over decisions until issues become bigger problems (Bellower, 2006).Employees may be less likely to deal with outsourced people. Leadership can either find lack of response, HER outsiders asking too many questions about the company that should proprietary, or other issues they do not like or consider professional. Not having someone close to go to with issues with employees or employees themselves lead to responses that are not always timely.

Outsiders less likely understand knowledge and expertise within the company, and the contributions of employees. Managing outsourcing becomes an issue as well as the expectations of the arrangement.Although there is often a disconnect between management theory and bringing heron and practitioners into the same learning environment seeks to overcome this gap. Listening to real leaders can inspire the learning that takes place when knowledge is put into action.
